Abstract
The implementation of deliberative democracy is an application of a form of democracy in political decision making or in government, through the process of formulating public policies carried out through deliberations between free and egalitarian citizens. However, there are problems faced such as the selection of unhealthy village officials, suboptimal performance, the existence of personal interests that override the public interest while the community is less aware of the importance of participation in making village policies and regulations of people who are not directly involved in deliberations. This study aims to determine the implementation of deliberative democracy in the formulation of village policies and regulations in Karang Endah Village with the type of field research with a qualitative descriptive approach. Data collection methods are observation, interview, and documentation, while data analysis techniques include data reduction, data presentation, and triangulation verification. The results showed that using Michael E Morrel's theory of deliberative democracy showed positive results, the citizen dialogue showed that it had gone well by showing that it had been carried out by the village government and bpd by inviting the community to be directly involved in activities and this had also been confirmed by the results of interviews with the community who said that they had received invitations for meeting activities. Deliberative discussions of this indicator also showed good results from the village government and the community who gave their opinions to each other so that deliberative discussions could run optimally. And decision-making indicates that the village government and bpd in making decisions through deliberation and voting based on the majority vote when the forum is being carried out and representatives are given things in decision-making from the community's own point of view also indicates that decision-making through voting and musywarah.
